About the Presenter
Carroll Bernard brings a unique 360 degree perspective to federal contracting, coaching, and training. For over a decade Carroll has worked as a buyer for the U.S. Navy, City of Vancouver Washington, and the U.S. Department of Veterans Affairs.
For the last four years Carroll Bernard has also provided mentorship, counseling, coaching, and training to hundreds of small businesses seeking government contracts during his tenure with Oregon’s Government Contract Assistance Program, and the U.S. Small Business Administration where he served as a Business Development Specialist for the 8(a) program, Veterans Business Development Officer, Primary Hubzone Liaison, and Procurement Counselor.
As a seasoned entrepreneur, Carroll owned several businesses over the years, and is the founder and President of Waypoint America LLC where he continues to work with small businesses and nonprofits as a coach and trainer.
Carroll also partnered with nonprofits in providing education, consulting, and marketing/outreach services to serve small businesses under federal grants with Mercy Corps Northwest and the Service Corps of Retired Executives (SCORE).
